It was released in August 1987 by Factory Records. The album compiles all of the band's singles at that point in their 12-inch versions, along with their respective B-side tracks. The then-newly released non-album single "True Faith" is also featured, along with its B-side "1963".

The album contains all 12" singles, and it's respective B-sides (not including the LP version). Here is a list of differences from the singles and their Substance version. Temptation" and "Confusion" have been remade for the album. Mesh" and "Cries and Whispers" are mixed up. "Shellshock" is more similar to the Pretty In Pink version. The following songs have been shortened: The Perfect Kiss, Sub-Culture and Hurt.

Sitting out the Britpop years, it would be eight years before the band recorded another studio album in the form of 2001's rockier 'Get Ready'. The latter album seemed to bring Peter Hook's distinctive bass driven style back into play, perhaps more reminiscent of Joy Division than any of the tracks from the 'Substance' period.

However, after Technique was released, Peter Hook appeared on a late night TV program called The Other Side Of Midnight (presented and produced by Tony Wilson), and played this song with a large number of sequencers and computers (the rest of band couldn't be bothered to turn up).

While there are a couple of re-recordings of earlier singles, most of Substance consists of 12" single mixes designed for danceclub play.

The then newly-released non-album single "True Faith" is also featured, along with its B-side "1963". The collection was released on vinyl, double CD, double cassette and Digital Audio Tape.
